Warsaw hosting public hearing to address housing growth and zoning modernization

WARSAW — The City of Warsaw Building and Planning Department is hosting a public hearing to review local zoning and land development regulations in response to the requirements of Indiana House Enrolled Act 1001.

The session is scheduled for Sept. 14 at 6 p.m. and will take place in the City Hall Council Chambers, 102 S. Buffalo St.

This hearing marks a pivotal step in the City’s ongoing efforts to streamline development
processes and address the evolving housing needs of the community.

While HEA 1001 mandates this public review, the City is utilizing this opportunity to proactively evaluate its development standards, including requirements for residential density, Accessory Dwelling Units (ADUs), and permit approval timelines.

“This hearing is about more than just state compliance; it is a vital step in ensuring
Warsaw remains a vibrant and accessible community,” said Justin Taylor, Planning
Director for the City of Warsaw.

“We are committed to balancing the preservation of our City’s unique character with the necessity of increasing housing availability. We invite our local developers, builders, and residents to participate so that any updates to our code are practical and reflective of the actual needs of our community.”

The Plan Commission will lead the discussion, focusing on several key areas of interest:
• Modernizing zoning districts to support a diverse range of housing types.

• Evaluating development standards—such as setbacks, parking, and lot sizes—to
ensure they promote smart growth.
• Streamlining permit review and approval processes to reduce barriers for new
construction.
• Discussing the integration of state-level directives while maintaining local control
and community quality.

The City encourages all interested stakeholders to attend, provide feedback, and share
their experiences regarding land development in Warsaw.
