Three of the 12 areas targeted for annexation by Elkhart appear to be headed for a court challenge. The efforts center around areas 6, 7 and 8, and they could all result in court battles, dragging on for months and reducing the amount of property tax revenues the city expected to receive in 2016. Opponents to the city’s annexation efforts said they don’t see any benefits. They said their homes are being included so the city can acquire lucrative industrial and commercial properties in the area. Twelve areas are tentatively scheduled for annexation beginning January 1st.
