Former Warsaw Employee Arrested

Formal charges have been filed against 3 men, including former Warsaw Public Works Superintendent Lacy Francis, for alleged overpayment for services. Warsaw Police Detectives say Francis, along with Marc Campbell and Kevin Brown of ProForm Pipe Lining based in Mishawaka were arrested Tuesday morning. An investigation started by Warsaw Mayor Joe Thallemer and joined by the State Board of Accounts allegedly found evidence that city was billed for a total of $260,000 more than it should have been on 11 occasions over a two-year period. Francis had been with the city for 22 years before stepping down in January.
