The state school superintendent has settled with the maker of ISTEP over problems with last year‘s exam, but the way the State Board of Education found out about the settlement might cause more problems. The board was surprised to hear Superintendent Glenda Ritz announce the settlement with CTB McGraw-Hill and they were even more surprised when she said it was done 10 months ago. Board members were also surpsied that the 3 million dollar settlement contains no cash. Half is a discount on future services, the other half, extra programs given to the state by CTB.
