Indiana State Excise Police officers working weekend events at the Indianapolis Motor Speedway arrested 18 people on 20 separate charges Saturday night. Between the races and concerts at the speedway, 16 were arrested for Illegal possession or Consumption of Alcohol, 1 for possession if heroin, 1 for possession of a controlled substance, 1 for furnishing alcohol to a minor and 1 for possession of false identification. One man, 38-year old Robert Penrod, of Indianapolis, was put in jail on preliminary charges of possession of heroin and possession of prescription medications. A plainclothes officer saw Penrod using a rolled up dollar bill to snort heroin in the passenger seat of a truck.
