<p><span style="font-weight: 400;">WARSAW — Reconstruction of Anchorage Road in Warsaw will begin in earnest today with the first of many partial road closings that will continue into the fall.</span></p>
<p>The project will stretch from US 30 to SR 15.</p>
<p><span style="font-weight: 400;">The first segment to close will be from the railroad track to the east side of Kimal Drive. </span></p>
<p><span style="font-weight: 400;">Area residents and businesses have been given detailed instructions on how to access all nearby properties.</span></p>
<p><span style="font-weight: 400;">Residents in the closed area will have access to their homes at all times from the east and US 30. </span></p>
<p><span style="font-weight: 400;">Trash and recycling routes will remain on their normal scheduled days.  Trash pickup may occur earlier than normal, so all cans should be placed at the curb no later than 7 a.m. on trash and recycle pick-up days.  </span></p>
<p><span style="font-weight: 400;">A representative from the contractor, Structurepoint, will contact these residents in the coming days.</span></p>
<p><span style="font-weight: 400;">Unless visiting a business or residence on Anchorage Road, all motorists should use State Road 15 and US 30 to detour the closure. </span></p>
<p><span style="font-weight: 400;">Reconstruction will result in an additional third lane, sidewalks and improved utilities.</span></p>

<p><span style="font-weight: 400;">WARSAW — Two people were seriously injured in a motorcycle accident Sunday night in Warsaw.</span></p>
<p><span style="font-weight: 400;">The motorcycle was headed south on </span><span style="font-weight: 400;">SR 15 in Warsaw around 7:30 Sunday when t</span><span style="font-weight: 400;">he driver, 36-year-old Dustin Cloud, of Syracuse, said he lost control of the motorcycle on loose gravel, ejecting the driver and passenger, according to a news release from Warsaw Police.</span></p>
<p>The accident happened north of CR 300N.</p>
<p><span style="font-weight: 400;">Cloud suffered a lower leg injury, and the passenger, 33-year-old Heather Hildabridle, of Mentone, had injuries across her entire body, the news release said.</span></p>
<p><span style="font-weight: 400;">Due to the severity of injuries, both were airlifted to a Fort Wayne hospital.</span></p>
<p><span style="font-weight: 400;">The accident shut down both lanes of the road near the Texas Roadhouse for more than an hour.</span></p>

<p>Drivers needing to access S.R. 15 will need to seek an alternate route. Two lanes of S.R. 15 will remain open during construction.</p>
<p>INDOT encourages drivers to consider safety for all by slowing down, using extra caution and driving distraction-free when travelling in and around all work zones.</p>

<p><span style="font-weight: 400;">WARSAW — Traffic accident reconstruction can occasionally be highly complicated for police investigators and that was the case when officers began investigating the six-vehicle accident on SR 15 on Tuesday that seriously injured two people.</span></p>
<p><span style="font-weight: 400;">The Kosciusko County Sheriff's Office released a dizzying recap on Wednesday of the chain reaction accident involving a car, a semi-tractor-trailer, two SUVs, and two pickup trucks.</span></p>
<p>One officer described the narrative to reporters as a "doozy."</p>
<p><span style="font-weight: 400;">The narrative explained the following: Vehicle #1 was southbound on SR 15 and crossed the centerline, colliding with vehicle #2 and vehicle #4. Vehicle #3 attempted to avoid the collision but collided with vehicle #4. Vehicle #3 (the truck) overturned and </span><span style="font-weight: 400;">then struck vehicle #6. The driver of Vehicle #5 saw the collision and began to brake to avoid hitting Vehicle #4 but was struck by Vehicle #6 after Vehicle #6 was struck by Vehicle #3. That impact pushed vehicle #6 into vehicle #5.</span></p>
<p><span style="font-weight: 400;">Among those injured were 28-year-old Larry L. Scripter, of Warsaw, and 44-year-old Lilia Martinez, of Claypool, both of whom suffered internal injuries and and were hospitalized.</span></p>

<p class="permalinkable">One semi-tractor trailer full of corn was overturned. There also was one passenger car, two pickup trucks and two SUVs involved.<span class="fr-img-wrap"> </span></p>
<p id="h431834-p3" class="permalinkable">“At this time, one patient has been flown. One has been ground transported to Fort Wayne, and that’s really the extent of the injuries,” Light said, noting those were the injuries that he knew of at the time.</p>

<p class="permalinkable">With the semi overturned and blocking both lanes of traffic, as well as the other vehicles on the road, Light expected the investigation and cleanup of the scene to take a while. Indiana 15 was reopened around 6:30 p.m.</p>
<p class="permalinkable">Tyce Rooney, the driver of the 2003 Peterbilt semi-tractor trailer, said he was hauling grain to North Manchester.</p>
<p class="permalinkable">“The white Lincoln went into oncoming traffic and hit the red Ford, and the red Ford went toward me and I hit them,” he recalled.</p>
<p class="permalinkable">The collision caused the semi to tip over. He said he didn’t know how the other three vehicles got involved in the pileup.</p>
<p class="permalinkable">Rooney was shaken up and suffered a possible concussion.</p>

<p>The accident on SR 15 on Warsaw's north side happened around 2:54  p.m. Thursday before the business opened for business.</p>
<p>An initial investigation, coupled with eyewitness accounts, determined that the semi, a grain hauler, was southbound on SR 15 through 350N, according to a news release from the Warsaw Police Department.</p>
<p>The driver, identified as Lloyd Dale Howard, 77 , of Culver, was observed slumped over at the wheel as the semi-tractor-trailer veered to the right off the road and into a deep ditch before it crossed over an access road and into the restaurant parking lot.</p>
<p>CPR was administered to Howard, but he was pronounced dead by Kosciusko County Coroner Tyler Huffer at Lutheran Kosciusko Hospital a short time later.</p>
<p>Before striking the restaurant, the truck hit a NIPSCO electrical box, which caused transformer oil to leak out in the parking lot.</p>
<p>No employees in the store were injured.</p>
<p>The building sustained structural damage and an electrical box in the parking lot was damaged as the truck headed toward the building.</p>

<p>WARSAW — Utility relocation — the first phase of work for the widening of Anchorage Road that connects SR 15 to US 30 — is set to begin within days.</p>

<p>That initial phase though, could last up to 18 months as various companies begin the arduous task of moving numerous utilities above and below ground.</p>
<p>In addition to two lines of electrical poles, underline utilities include gas, fiber, and water,  said Jeremy Skinner, the city's director of economic and community development.</p>
<p>"A lot of it will start this spring — any day now,” Skinner said.</p>
<p>Skinner said the utility work will slow traffic and include lane closures.</p>
<p>The two-lane road is heavily traveled and serves many small businesses, a mobile home park, the Goodwill store and nearby neighborhoods. It also provides an entrance to the Meijer parking lot to the east.</p>
<p>The widening project entails adding a third lane and will also include sidewalks, curbs and improved drainage.</p>

<p>However, the widening will not extend past Sunset Drive to the west because of the nearby north-south railroad tracks.</p>
<p>Utility work should be complete by the fall of 2025. Whether construction begins before the end of 2025 will depend in part on the weather.</p>
<p>The entire project's timeline ended up being pushed back after the Indiana Department of Transportation reached out to see if the city had any projects that could be delayed because of budgeting reasons and Skinner suggested Anchorage.</p>
<p>“It kind of worked out for both parties,” Skinner said. “As we were getting into utility relocates we were running up against trying to get all these utilities to move so they can start construction.”</p>
<p>The entire project is expected to cost $4.5 million with 80 percent of that bill being covered with money from various gas taxes. The city's share of the project is around $900,000, Skinner said.</p>
<p>Depending on the type of project, the city sometimes has to cover the cost of removing poles, but that's not the case with Anchorage Road.</p>
<p>Given the large number of poles along this section of road, that's a good thing for the city.</p>
<p>Skinner was asked about the cost.</p>
<p>"I know what they’d charge us. They charge us $15,000 to $20,000 per pole,” Skinner said. “If I had to guess, it would be a million dollars worth of pole relocations.”</p>
<p>Construction should be completed by the fall of 2026.</p>

<p>WARSAW — Utility relocation — the first phase of work for the widening of Anchorage Road that connects SR 15 to US 30 — is set to begin within days.</p>

<p>That initial phase though, could last up to 18 months as various companies begin the arduous task of moving numerous utilities above and below ground.</p>
<p>In addition to two lines of electrical poles, underline utilities include gas, fiber, and water,  said Jeremy Skinner, the city&#8217;s director of economic and community development.</p>
<p>&#8220;A lot of it will start this spring — any day now,” Skinner said.</p>
<p>Skinner said the utility work will slow traffic and include lane closures.</p>
<p>The two-lane road is heavily traveled and serves many small businesses, a mobile home park, the Goodwill store and nearby neighborhoods. It also provides an entrance to the Meijer parking lot to the east.</p>
<p>The widening project entails adding a third lane and will also include sidewalks, curbs and improved drainage.</p>

<p>However, the widening will not extend past Sunset Drive to the west because of the nearby north-south railroad tracks.</p>
<p>Utility work should be complete by the fall of 2025. Whether construction begins before the end of 2025 will depend in part on the weather.</p>
