Winona ordinance requires use of biodegradable bags

The town council unanimously approved an ordinance to require biodegradable bags for yard waste.

The ordinance, which goes into effect July 1, only applies to leaves and other yard waste that the town picks up.

Violators can be charged a fine of $25 to $100 plus attorney fees up to $2,500 to enforce the ordinance.

The town will make 15 bags available to each household to assist with the transition.

The ordinance came at the behest of Tom Miller, street supervisor, who mentioned the problem with disposing of plastic bags a few months ago.
