WARSAW — The River Coffee continues to grow and will be operating seven coffee shops in Kosciusko County by the end of May.

On Saturday, Amanda Meerzo, who runs the business with her husband, Jamel, celebrated moving their downtown Warsaw shop from the corner of Buffalo and Center streets to a block west, to 121 W. Center St., where Generous Coffee has been operating for two years in conjunction with The River.

[caption id="attachment_131012" align="alignright" width="460"] The roastery at Generous Coffee remains in the back half of the building and has seating for the public. They still offer free coffee and information about operations. Bags of coffee are seen at left. The table at right was for art and crafts. News Now Warsaw photo by Dan Spalding.[/caption]

Generous Coffee is the exclusive roaster for The River, and Meerzo says sharing the space just seems to make sense.

While The River’s previous downtown corner location was quaint, it included a lower level for food preparation that made customer service a bit more complicated, she said.

Plus, Meerzo said, the new location has unrestricted parking just around the corner.

Also on Saturday, Meerzo helped open up a new coffee shop at Jellystone Campground near Pierceton, and by the end of the month, they plan to open another shop at Oakwood Resort in Syracuse.

With the additions, that's four new stores in two years. Other locations include Winona Lake, North Webster, Milford and the YMCA in Warsaw.

“These have been areas that have been requested, I would say, so we decided to grow,” Meerzo said Saturday afternoon.

The appetite for fresh coffee and other drinks continues to test the limits of consumer demand in the downtown.

The expansion comes just days after Three Crowns Coffee said they plan to move from North Detroit Street to North Buffalo Street near Center Lake Park.

At the same time, two other businesses are taking steps toward opening two drive-thru coffee shop businesses in Warsaw in the near future.

Meerzo said they're feeling confident about the growth pattern.

“Yeah, we do very well. I mean, we're employing over 70 people right now,” she said.

Generous was founded in 2017 as a "fundraising engine" for nonprofits, and opened its roastery two years ago.

The company designates profits to be directed every three months to a different entity and relies on support from a local company to help offset operational costs. The current supporter is Lake City Electric.

Generous Coffee continues to contribute 100 percent of its profits to nonprofit organizations and offers coffee drinks in the roastery area with an invitation to donate.

Erica Deuel, who manages the roastery for Generous, says it's good for everyone.

“As The River grows, Generous grows. We're now roasting four days a week just to have enough coffee for them and our other locations," Deuel said.

By Mackenezi Klemann
Indiana Capital Chronicle

The Indiana Coalition for Public Education anticipates that as many as 100 public school districts could ask voters for new money through local property tax referendums this fall.

The referendum campaigns mark a major shift in how public schools are funded and sustained, according to ICPE, which hosted a webinar on Wednesday for parents, teachers and public school advocates to support their local referendums.

This shift is partly due to last year’s property tax reform measure, Senate Enrolled Act 1, which ICPE estimates will cost public schools $744 million through 2028.

The greatest losses are expected in 2028, at a projected cost of $336 million.

Schools can seek referendums to pay for construction, operating expenses or school security.

The bill restricts school corporation referendums to general elections in even years to protect voters from unexpected tax increases approved in low-turnout elections, especially if there are no other questions or candidates on the ballot to catch voters’ attention.

This in turn limits how often schools can go to voters for new revenue, at a time when superintendents say they are likely to consider referendums to keep their districts afloat.

Districts that don’t seek referendums this year won’t get the chance to do so until November 2028.

Prior to the introduction of property tax caps in 2008, school corporations could only seek new property tax revenue through a petition and remonstrance process, said Joel Hand, general counsel, lobbyist and co-founder of ICPE.

Lawmakers agreed the state would shoulder a greater share of K-12 tuition support to offset property tax caps, but funding to public schools is increasingly diverted to private school vouchers, charter schools, career scholarships and education savings accounts, Hand said.

Now, school districts are preparing to ask voters for support to offset reductions in property tax revenue, with only a 2% increase in K-12 funding provided in last year’s biennial budget.

“When you adjust for inflation, we are actually spending at least $100 less per student now than we did 16 years ago, and that equates to about a 7% reduction in per pupil funding for public school students from the 2010-2011 school year until today,” Hand said.

Public appetite for referendums is another question.

Emily Callahan, superintendent of Brown County Schools in rural southern Indiana, told the panel her district narrowly lost an operating referendum renewal by 333 votes in November 2022.

“It was eight pennies,” Callahan said, referring to the increased cost per $100 assessed value. “That’s how much the referendum was: Eight pennies.”

The district won when it returned to voters with a 12-cent operating referendum two years later, she said.

WARSAW — Warsaw Mayor Jeff Grose and City Planner Justin Taylor recently offered insights into several issues, including the upcoming repair to two railroad crossings, a new downtown parking policy, and a long-term idea of an overpass along US 30 over Parker Street.

Parking policy

The City of Warsaw's downtown parking policy is still being implemented and retains free parking for the first two hours. The biggest change is the option to use a parking app if you want to stay longer than 2 hours.

The goal is to free up more parking in front of downtown storefronts.

Another step in that effort involves setting aside parts of two parking lots specifically for downtown employees.

One of the lots is on Indiana Street and another on Jefferson Street.

Taylor says those parking spaces will be free for now.

He said they began allocating spaces this week to downtown merchants for their employees

“We have about 125 spaces that are going to be dedicated for downtown business employees, and we're going to try to allocate those across the board this year.

Taylor said the reaction has been good.

Since being introduced a few weeks ago, parking patrols have issued over 115 warnings for on-street parking.

“We know people are getting the message of the change, and we just want to make sure everybody understands what they can do and what they can't do with the new system,” Taylor said.

Taylor and Grose talked with News Now Warsaw this week for In The Know, the public affairs show that airs this weekend.

Grose reiterated that the new apps aren't necessary if you're staying for less than two hours.

“You can park downtown like I've done since I was a little boy,” Grose said. “You can park downtown for two hours free, doing nothing with your phone (or) nothing with a kiosk. Nothing. And that's the same as it's always been.”

Officials plan to review the policy after about a year.

Grose explains RR crossing upgrade plan

Grose also discussed a new agreement with Norfolk Southern to accelerate some local railroad crossing projects. He recently announced plans to improve railroad crossings on Winona Avenue and Market Street later this year.

One thing that's different with these updates is that Warsaw is following suit with other cities that have agreed to provide financial support for the projects.

The city plans to provide more than $300,000 for the work.

“We really believe those two intersections — it has to be tried — we have to do it, as we serve the residents of this community, those that live in our jurisdiction, and the thousands that are coming in each and every day," Grose said.

He said the city held multiple meetings with Norfolk Southern to work out an agreement.

No exact date for the work has been announced.

“We are hoping by the end of the year, so late summer, fall, and we'll do the best we can," Grose said.

“My number one goal is to make sure they're on the calendar … and then we'll deal with that locally for the short time. Usually it's a week or two, a couple of weeks," he said.

US 30 overpass over Parker Street

Grose also acknowledged efforts by two state lawmakers — State Sen. Ryan Mishler and State Rep. Craig Snow — for their proposal to construct an overpass along US 30 over Parker Street, as well as an interchange at Springhill Road and the highway further to the west.

The proposal has been shared with the Indiana Department of Transportation, but no action has been taken.

It would be part of the long-range plan to reconstruct all of US 30 across Indiana, which has been studied for nearly ten years and would take decades to construct.

The Warsaw proposal is similar to one in Whitley County, which is moving forward with financial support from some local industry.

“The problem for us will be: How do we get private investment … to look our direction, and then our ability as a public institution, to come up with your tax dollars to spend them wisely to encourage the federal and state government to look in our direction,” Grose said.
