<p>SEATTLE  — U.S. President Donald Trump intervened on behalf of star U.S. forward Folarin Balogun, whose red-card suspension was lifted in a decision that allows him to play in a <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/fifa-world-cup" data-gtm-enhancement-style="LinkEnhancementA">World Cup</a></span> match against Belgium on Monday.</p>
<p>Balogun, the American leader with three goals in the tournament, <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/balogun-red-card-usmnt-world-cup-809b17c4ed5bca84f777ef5aeb170be8" data-gtm-enhancement-style="LinkEnhancementA">received a red card</a></span> for stepping awkwardly on the right ankle of Tarik Muharemović of Bosnia-Herzegovina in a 2-0 round of 32 win on Wednesday, triggering an automatic one-game suspension.</p>
<p>FIFA announced Sunday that the suspension had been lifted for the round of 16 match, an extraordinary move that triggered praise from Trump and outrage from Belgium’s team. It appeared to be the first time since 1962 that a red card during a World Cup didn’t result in a suspension.</p>
<p>Trump called FIFA president Gianni Infantino after the game asking FIFA review the red card, according to a person familiar with the call who spoke on condition of anonymity because the person was not authorized to speak publicly about the matter.</p>
<p>“Thank you to FIFA for doing what was right, and reversing a great injustice!” Trump said in a statement on social media</p>
<p>The Royal Belgian Football Association (RBFA) said it was “astonished,” and Belgium coach Rudi Garcia mocked FIFA’s action.</p>
<p>“I didn’t know that in the offices of FIFA the fifth of July was the first of April in Europe,” Garcia said through a translator in an April Fools’ Day comparison. “The Belgian federation does not defend itself, it does not protect the national team. She defends football in general, she defends her integrity, her ethics. I think it’s the first time in the history of the World Cup that there is this kind of decision.”</p>
<p>Garcia wouldn’t respond when asked about a possible appeal to the Court of Arbitration for Sport or whether he thought Trump impacted FIFA’s action.</p>

<p>Balogun’s red card had been one of the World Cup’s most <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/world-cup-red-cards-balogun-messi-e36f64ea0b5439ee53fb0f4b111ee1fe" data-gtm-enhancement-style="LinkEnhancementA">controversial and consequential</a></span> decisions. Brazilian referee Raphael Claus didn’t initially signal a card but <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/balogun-goal-red-card-lebron-5555b7b57a5f11b003fbd0ad33f12510" data-gtm-enhancement-style="LinkEnhancementA">showed Balogun red after a video review</a></span>.</p>
<p>“If you look at the foul, it was just zero intent at all,” U.S. star Christian Pulisic said. “I felt like there was much worse ones that went on this tournament.”</p>
<p>The U.S. Soccer Federation learned of FIFA’s action in a message sent by FIFA in its portal at 10:31 a.m. EDT.</p>
<p>“The implementation of the match suspension is suspended for a probationary period of one year,” FIFA announced. “If Folarin Balogun commits another infringement of a similar nature and gravity during the probationary period, the suspension shall be revoked and the sanction enforced without prejudice to any additional sanction imposed for the new infringement.”</p>
<p>U.S. coach Mauricio Pochettino applauded FIFA’s move.</p>
<p>“We were punished enough against Bosnia-Herzegovina to play with 10 men (for) 30 minutes in a decision that was completely unfair,” he said.</p>
<p>Pochettino, who played for Argentina in the 2002 World Cup, was not surprised Trump decided to call Infantino.</p>
<p>“I came from a culture, Argentina or Europe, that football, soccer is a religion, more than the religion,” he said. “If we go keep going, pushing on, maybe one step more tomorrow you will see that the sport is magic, that the sport is amazing, is so powerful, unite people, unite a country like us.”</p>
<p>England coach Thomas Tuchel wondered whether more decisions going forward could be challenged, whether yellow cards could be overturned for England’s Declan Rice and France’s Michael Olise.</p>
<p>“We can now debate endlessly: I think it’s not a yellow card,” he said. “Where does this end? Where does it stop?”</p>
<p>Balogun’s three goals included a go-ahead strike against Bosnia. He matched Landon Donovan in 2010 for the second-most goals by an American in a World Cup, behind only Bert Patenaude’s four in the initial tournament in 1930.</p>
<p>A 25-year-old who plays for Monaco, Balogun scored 13 Ligue 1 goals last season and has 12 goals in 30 international appearances. He was born in Brooklyn to Nigerian parents who were living in London and in 2023 opted to <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/balogun-united-states-fifa-790a75029d4ad25f868ab32bb2cd6f22" data-gtm-enhancement-style="LinkEnhancementA">change his national team affiliation from England</a></span>, which he had represented at the under-21 level.</p>
<p>“He strikes fear into a lot of defenders,” Richards said.</p>
<p>The host U.S. is seeking to reach the quarterfinals for the first time since 2002. The Americans lost in the round of 16 to Ghana in 2010, Belgium in 2014 and the Netherlands in 2022. They failed to advance from the group stage in 2006 and didn’t qualify for the 2018 tournament.</p>

<p>The USSF didn’t make Balogun available for comment Sunday, but Balogun posted on social media a picture of himself in front of U.S. fans and overlaid with music of Michael Jackson’s pop single “Bad.”</p>
<p>On Friday, Balogun said he thought a <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/balogun-red-card-usmnt-world-cup-809b17c4ed5bca84f777ef5aeb170be8" data-gtm-enhancement-style="LinkEnhancementA">yellow card instead of red</a></span> “would have been fair.”</p>
<p>FIFA said its decision relied on Article 27 of disciplinary committee rules.</p>
<p>“The judicial body may decide to fully or partially suspend the implementation of a disciplinary measure,” the rule states. “By suspending the implementation of the sanction, the judicial body subjects the person sanctioned to a probationary period of one to four years.”</p>

<p>Brazilian midfielder Garrincha received a red card in the 83rd minute of the 1962 semifinal against host Chile for kicking an opponent but was allowed to play in the final against Czechoslovakia after a lobbying campaign that included support from Chile President Jorge Alessandri. Brazil won the final for its second straight title.</p>
<p>“What about the next red card? What happens then?” Norway coach Ståle Solbakken said. “Is there going to be some committee somewhere that is going to take that card away? It’s a bad, bad, bad, bad, bad decision that will hurt the World Cup.”</p>

<p>SEATTLE  — U.S. President Donald Trump intervened on behalf of star U.S. forward Folarin Balogun, whose red-card suspension was lifted in a decision that allows him to play in a <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/fifa-world-cup" data-gtm-enhancement-style="LinkEnhancementA">World Cup</a></span> match against Belgium on Monday.</p>
<p>Balogun, the American leader with three goals in the tournament, <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/balogun-red-card-usmnt-world-cup-809b17c4ed5bca84f777ef5aeb170be8" data-gtm-enhancement-style="LinkEnhancementA">received a red card</a></span> for stepping awkwardly on the right ankle of Tarik Muharemović of Bosnia-Herzegovina in a 2-0 round of 32 win on Wednesday, triggering an automatic one-game suspension.</p>
<p>FIFA announced Sunday that the suspension had been lifted for the round of 16 match, an extraordinary move that triggered praise from Trump and outrage from Belgium’s team. It appeared to be the first time since 1962 that a red card during a World Cup didn’t result in a suspension.</p>
<p>Trump called FIFA president Gianni Infantino after the game asking FIFA review the red card, according to a person familiar with the call who spoke on condition of anonymity because the person was not authorized to speak publicly about the matter.</p>
<p>“Thank you to FIFA for doing what was right, and reversing a great injustice!” Trump said in a statement on social media</p>
<p>The Royal Belgian Football Association (RBFA) said it was “astonished,” and Belgium coach Rudi Garcia mocked FIFA’s action.</p>
<p>“I didn’t know that in the offices of FIFA the fifth of July was the first of April in Europe,” Garcia said through a translator in an April Fools’ Day comparison. “The Belgian federation does not defend itself, it does not protect the national team. She defends football in general, she defends her integrity, her ethics. I think it’s the first time in the history of the World Cup that there is this kind of decision.”</p>
<p>Garcia wouldn’t respond when asked about a possible appeal to the Court of Arbitration for Sport or whether he thought Trump impacted FIFA’s action.</p>

<p>Balogun’s red card had been one of the World Cup’s most <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/world-cup-red-cards-balogun-messi-e36f64ea0b5439ee53fb0f4b111ee1fe" data-gtm-enhancement-style="LinkEnhancementA">controversial and consequential</a></span> decisions. Brazilian referee Raphael Claus didn’t initially signal a card but <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/balogun-goal-red-card-lebron-5555b7b57a5f11b003fbd0ad33f12510" data-gtm-enhancement-style="LinkEnhancementA">showed Balogun red after a video review</a></span>.</p>
<p>“If you look at the foul, it was just zero intent at all,” U.S. star Christian Pulisic said. “I felt like there was much worse ones that went on this tournament.”</p>
<p>The U.S. Soccer Federation learned of FIFA’s action in a message sent by FIFA in its portal at 10:31 a.m. EDT.</p>
<p>“The implementation of the match suspension is suspended for a probationary period of one year,” FIFA announced. “If Folarin Balogun commits another infringement of a similar nature and gravity during the probationary period, the suspension shall be revoked and the sanction enforced without prejudice to any additional sanction imposed for the new infringement.”</p>
<p>U.S. coach Mauricio Pochettino applauded FIFA’s move.</p>
<p>“We were punished enough against Bosnia-Herzegovina to play with 10 men (for) 30 minutes in a decision that was completely unfair,” he said.</p>
<p>Pochettino, who played for Argentina in the 2002 World Cup, was not surprised Trump decided to call Infantino.</p>
<p>“I came from a culture, Argentina or Europe, that football, soccer is a religion, more than the religion,” he said. “If we go keep going, pushing on, maybe one step more tomorrow you will see that the sport is magic, that the sport is amazing, is so powerful, unite people, unite a country like us.”</p>
<p>England coach Thomas Tuchel wondered whether more decisions going forward could be challenged, whether yellow cards could be overturned for England’s Declan Rice and France’s Michael Olise.</p>
<p>“We can now debate endlessly: I think it’s not a yellow card,” he said. “Where does this end? Where does it stop?”</p>
<p>Balogun’s three goals included a go-ahead strike against Bosnia. He matched Landon Donovan in 2010 for the second-most goals by an American in a World Cup, behind only Bert Patenaude’s four in the initial tournament in 1930.</p>
<p>A 25-year-old who plays for Monaco, Balogun scored 13 Ligue 1 goals last season and has 12 goals in 30 international appearances. He was born in Brooklyn to Nigerian parents who were living in London and in 2023 opted to <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/balogun-united-states-fifa-790a75029d4ad25f868ab32bb2cd6f22" data-gtm-enhancement-style="LinkEnhancementA">change his national team affiliation from England</a></span>, which he had represented at the under-21 level.</p>
<p>“He strikes fear into a lot of defenders,” Richards said.</p>
<p>The host U.S. is seeking to reach the quarterfinals for the first time since 2002. The Americans lost in the round of 16 to Ghana in 2010, Belgium in 2014 and the Netherlands in 2022. They failed to advance from the group stage in 2006 and didn’t qualify for the 2018 tournament.</p>

<p>The USSF didn’t make Balogun available for comment Sunday, but Balogun posted on social media a picture of himself in front of U.S. fans and overlaid with music of Michael Jackson’s pop single “Bad.”</p>
<p>On Friday, Balogun said he thought a <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/balogun-red-card-usmnt-world-cup-809b17c4ed5bca84f777ef5aeb170be8" data-gtm-enhancement-style="LinkEnhancementA">yellow card instead of red</a></span> “would have been fair.”</p>
<p>FIFA said its decision relied on Article 27 of disciplinary committee rules.</p>
<p>“The judicial body may decide to fully or partially suspend the implementation of a disciplinary measure,” the rule states. “By suspending the implementation of the sanction, the judicial body subjects the person sanctioned to a probationary period of one to four years.”</p>

<p>Brazilian midfielder Garrincha received a red card in the 83rd minute of the 1962 semifinal against host Chile for kicking an opponent but was allowed to play in the final against Czechoslovakia after a lobbying campaign that included support from Chile President Jorge Alessandri. Brazil won the final for its second straight title.</p>
<p>“What about the next red card? What happens then?” Norway coach Ståle Solbakken said. “Is there going to be some committee somewhere that is going to take that card away? It’s a bad, bad, bad, bad, bad decision that will hurt the World Cup.”</p>

<p>“I met teachers that were like family members to me, and they took me in like siblings and daughters,” she said. “I felt wanted — not being judged by who I was.”</p>
<p>Yenna is one of nearly 29,000 Hoosiers who attended virtual K-12 schools in 2025, according to an Indiana Capital Chronicle review of enrollment data through the state’s Graduates Prepared to Succeed portal.</p>
<p>The practice continues to expand despite ongoing legislative debate over state tuition support, financial and academic oversight.</p>
<p>Supporters say virtual schools are an outlet for students who fail to thrive in traditional school settings, allowing them to recover credits and work at their own pace until they can return to in-person schooling.</p>
<p>Critics see the continued expansion of virtual schooling as evidence of a breakdown in the state’s school funding model, with more oversight needed.</p>
<p>The growth is led by an unexpected partner: traditional public schools.</p>
<h5 class="editorialSubhed"><strong>Lucrative arrangements</strong></h5>
<p>Public schools can enter into cooperative agreements with third-party virtual school providers to capture a portion of state tuition dollars directed to those students, in exchange for full accountability for their academic performance.</p>
<p>The arrangements can be lucrative, presenting an opportunity for financially challenged districts to offset declining student enrollment without raising property taxes.</p>
<p>“I don’t like the idea that school districts pick these systems up for financial reasons,” said Rep. Ed DeLaney, an Indianapolis Democrat. “That tells you there’s a core problem in financing our public schools.”</p>
<p>The arrangements are not without consequence: Lawmakers approved an amendment to the budget bill last year to <a href="https://indianacapitalchronicle.com/2025/07/04/tiny-indiana-district-with-online-school-worth-millions-ordered-to-close/">close the Union School Corporation</a>, citing poor academic performance at the rural district, where virtual students now outnumber traditional students by a ratio of 25 to 1.</p>
<p>At least part of the district’s poor academic performance appears to be linked to virtual students, as a higher proportion of Union Elementary third graders met proficiency standards on the IREAD exam than their virtual peers at Indiana Digital Elementary School.</p>
<p>Union filed a lawsuit to stop the closure, set for trial in November.</p>
<p>But Indiana Digital Learning Schools, which have partnered with Union since 2016, won’t have to close if a jury upholds the law.</p>
<p>The virtual school, run by national for-profit network Stride-K12, signed new cooperative agreements with Beech Grove and MSD of Warren County Schools to keep Indiana Digital Learning Schools in operation — with enrollment to be divided between the three districts while the lawsuit proceeds.</p>
<p>Stride oversees other schools in Indiana, including a private college preparatory academy for Marian University and a public, tuition-free school similar to Indiana Digital through Clarksville Community School Corporation.</p>
<p>Ralph Shrader, superintendent of MSD of Warren County schools, said he initiated the conversation to partner with Stride after failed attempts at using other online platforms.</p>
<p>“We felt that we were missing out on servicing our students in our community in a way that allowed us to reach all students,” he said. “We were missing a population.”</p>
<p>The rural district is 13 miles from the Illinois border, with a student population of 1,332.</p>
<h5 class="editorialSubhed"><strong>How oversight changed</strong></h5>
<p>The relationship between public schools and virtual school providers has evolved from the early days of online learning.</p>
<p>Initially, school districts could authorize or monitor virtual charters.</p>
<p>Lawmakers revised this setup after a state audit found two virtual charter schools authorized by Daleville Community Schools had collected $68 million through inflated enrollment or “ghost” students.</p>
<p>Now, public schools cannot authorize or monitor a virtual charter, but can still enter into agreements with online school providers — one of several reforms to rein in a troubled industry.</p>
<p>In practice, this means operational responsibility, salaries and academic performance of virtual schools are no longer segregated from public school partners, said Rep. Behning, an Indianapolis Republican who chairs the House Education Committee.</p>
<p>“Everything flows through the school district,” he said.</p>
<p>To monitor enrollment, the State Board of Accounts reviews attendance records for a sample of students. The Indiana Department of Education then recovers any tuition support if a student is found to not be enrolled.</p>
<p>Additional oversight of these arrangements is expected soon: The State Board of Education is drafting financial reporting and oversight rules for school districts that enter into or renew contracts with outside virtual learning providers, due by the end of the year.</p>
<p>Elizabeth Sliger, executive director of the Indiana Digital Learning Schools and its sister Indiana Digital Alternative School, said she welcomes transparency and accountability.</p>
<p>“I knew after Daleville I needed to prove what an accountable virtual school looks like,” she said. The schools require proof of Indiana residency for each child, and file annual financial reports to district partners.</p>
<p>Forthcoming rules are “just codifying what we’re already doing,” Sliger said. “We’re not afraid of accountability. What we need is transparency” of what compliant reporting means to lawmakers.</p>
<p>Virtual schools receive 85% of the funding that brick-and-mortar schools get per student, and there have been efforts in recent years for equal funding.</p>
<h5 class="editorialSubhed"><strong>Are reforms working?</strong></h5>
<p>Reforms appear to be working to Behning, whose granddaughter attended Indiana Gateway Digital Academy for two years.</p>
<p>“She had her own counselor,” he said. “She was on student council. They had afterschool activities. She had tutors available if she felt like she was getting behind. She had one-on-one support if she needed.”</p>
<p>“What happened in the pandemic was a crisis mode,” Behning said — nothing like the organized virtual schools of today. Still, he said student success in either virtual or traditional schools is dependent upon parental involvement.</p>
<p>The potential for inadequate parental involvement concerns DeLaney, who likened virtual schooling to homeschool.</p>
<p>“You’re dependent upon the parental supervision,” he said. “Are they making sure their kid is there when that’s necessary, or when it’s asynchronous, are they putting their kid on adequate time? Are they giving him an environment and assisting the kid or not?”</p>
<p>Asynchronous means allowing students to complete work on their own time and schedule.</p>
<p>Kylene Varner, a homeschooling advocate for the Indiana Association of Home Educators, said even the most engaged virtual school parents typically aren’t supervising their child’s instruction for six hours a day, unlike the hands-on approach common to homeschooling.</p>
<p>“They might be popping in,” she said, adding “That is what some families need and want, and that is completely fine. That’s their choice. But when it comes to a homeschool family, we make all the decisions.”</p>
<p>Expanding virtual schooling beyond the small population of students who can’t acclimate to in-person schools for emotional or physical reasons still troubles DeLaney.</p>
<p>“If we were serious, if we thought this were a useful program, we’d have the state sponsor a program that was well-managed and well thought out and go from there,” he said. “But we’re not doing that.”</p>
<h5 class="editorialSubhed"><strong>A day at Indiana Digital Learning Schools</strong></h5>
<p>Indiana Digital Learning School launched in 2016. At the time, only 400 students enrolled. Enrollment surpassed 9,000 last school year, according to a spokesperson. There are over one million public school students statewide.</p>
<p>Indiana Digital Learning Schools are tuition-free, available to any Hoosier from kindergarten through 12th grade, regardless of where they live in the state.</p>
<p>The alternative is a popular choice for students who fail to thrive in traditional classrooms, encompassing everyone from student athletes and teen parents who need flexible class schedules to advanced or credit deficient students who want to work at their own pace.</p>
<p>“I like to say that we’re a dichotomy of diversity,” Sliger said.</p>
<p>The school loans computers to families who don’t have their own.</p>
<p>Elementary students meet daily in online reading and math groups each day, reading aloud on Zoom-style platforms for their peers and teachers.</p>
<p>Parents are expected to act as a “learning coach,” recording attendance and reviewing student work as students gain independence.</p>
<p>High school students attend individual and group sessions each week, with attendance monitored Monday through Friday.</p>
<p>Students are expected to dedicate at least six hours per class a week, and can enroll in dual-credit classes, career technical programs, internships, apprenticeships and student clubs outside of class.</p>
<p>Sliger said it’s similar to traditional schooling, “but we’re just finding creative ways to use technology to create those tricks teachers have known for 50 years.”</p>
<p>A majority of Indiana Digital students enter two to three years behind grade level, she said.</p>
<p>Those students typically return to in-person schooling within two years, which means their gains don’t always appear on accountability reports — a reality Sliger hopes the State Board of Education will one day resolve.</p>
<p>“By the time we get them close to proficiency, they may then return (to in-person schooling,” Sliger said. “They come to us three years behind. We’re graded at what we do in 162 days without the ability to show, to reach the points that proficient students get.”</p>
<p>Shannon Wilson came from the public schools to Indiana Digital Alternative School as a special education teacher three years ago.</p>
<p>She maintains a regular schedule for live classes, but makes time for students to pop in for one-on-one video sessions, calls or text messages as needed.</p>
<p>Where she once saw students unable to cope with the chaos of the classroom, she now saw students at ease as they worked from the comfort of their home.</p>
<p>“They can really be authentically themselves,” she said, “and that makes such a difference.”</p>

<p>Union filed a lawsuit to stop the closure, set for trial in November.</p>
<p>But Indiana Digital Learning Schools, which have partnered with Union since 2016, won’t have to close if a jury upholds the law.</p>
<p>The virtual school, run by national for-profit network Stride-K12, signed new cooperative agreements with Beech Grove and MSD of Warren County Schools to keep Indiana Digital Learning Schools in operation — with enrollment to be divided between the three districts while the lawsuit proceeds.</p>
<p>Stride oversees other schools in Indiana, including a private college preparatory academy for Marian University and a public, tuition-free school similar to Indiana Digital through Clarksville Community School Corporation.</p>
<p>Ralph Shrader, superintendent of MSD of Warren County schools, said he initiated the conversation to partner with Stride after failed attempts at using other online platforms.</p>
<p>“We felt that we were missing out on servicing our students in our community in a way that allowed us to reach all students,” he said. “We were missing a population.”</p>
<p>The rural district is 13 miles from the Illinois border, with a student population of 1,332.</p>
<h5 class="editorialSubhed"><strong>How oversight changed</strong></h5>
<p>The relationship between public schools and virtual school providers has evolved from the early days of online learning.</p>
<p>Initially, school districts could authorize or monitor virtual charters.</p>
<p>Lawmakers revised this setup after a state audit found two virtual charter schools authorized by Daleville Community Schools had collected $68 million through inflated enrollment or “ghost” students.</p>
<p>Now, public schools cannot authorize or monitor a virtual charter, but can still enter into agreements with online school providers — one of several reforms to rein in a troubled industry.</p>
<p>In practice, this means operational responsibility, salaries and academic performance of virtual schools are no longer segregated from public school partners, said Rep. Behning, an Indianapolis Republican who chairs the House Education Committee.</p>
<p>“Everything flows through the school district,” he said.</p>
<p>To monitor enrollment, the State Board of Accounts reviews attendance records for a sample of students. The Indiana Department of Education then recovers any tuition support if a student is found to not be enrolled.</p>
<p>Additional oversight of these arrangements is expected soon: The State Board of Education is drafting financial reporting and oversight rules for school districts that enter into or renew contracts with outside virtual learning providers, due by the end of the year.</p>
<p>Elizabeth Sliger, executive director of the Indiana Digital Learning Schools and its sister Indiana Digital Alternative School, said she welcomes transparency and accountability.</p>
<p>“I knew after Daleville I needed to prove what an accountable virtual school looks like,” she said. The schools require proof of Indiana residency for each child, and file annual financial reports to district partners.</p>
<p>Forthcoming rules are “just codifying what we’re already doing,” Sliger said. “We’re not afraid of accountability. What we need is transparency” of what compliant reporting means to lawmakers.</p>
<p>Virtual schools receive 85% of the funding that brick-and-mortar schools get per student, and there have been efforts in recent years for equal funding.</p>
<h5 class="editorialSubhed"><strong>Are reforms working?</strong></h5>
<p>Reforms appear to be working to Behning, whose granddaughter attended Indiana Gateway Digital Academy for two years.</p>
<p>“She had her own counselor,” he said. “She was on student council. They had afterschool activities. She had tutors available if she felt like she was getting behind. She had one-on-one support if she needed.”</p>
<p>“What happened in the pandemic was a crisis mode,” Behning said — nothing like the organized virtual schools of today. Still, he said student success in either virtual or traditional schools is dependent upon parental involvement.</p>
<p>The potential for inadequate parental involvement concerns DeLaney, who likened virtual schooling to homeschool.</p>
<p>“You’re dependent upon the parental supervision,” he said. “Are they making sure their kid is there when that’s necessary, or when it’s asynchronous, are they putting their kid on adequate time? Are they giving him an environment and assisting the kid or not?”</p>
<p>Asynchronous means allowing students to complete work on their own time and schedule.</p>
<p>Kylene Varner, a homeschooling advocate for the Indiana Association of Home Educators, said even the most engaged virtual school parents typically aren’t supervising their child’s instruction for six hours a day, unlike the hands-on approach common to homeschooling.</p>
<p>“They might be popping in,” she said, adding “That is what some families need and want, and that is completely fine. That’s their choice. But when it comes to a homeschool family, we make all the decisions.”</p>
<p>Expanding virtual schooling beyond the small population of students who can’t acclimate to in-person schools for emotional or physical reasons still troubles DeLaney.</p>
<p>“If we were serious, if we thought this were a useful program, we’d have the state sponsor a program that was well-managed and well thought out and go from there,” he said. “But we’re not doing that.”</p>
<h5 class="editorialSubhed"><strong>A day at Indiana Digital Learning Schools</strong></h5>
<p>Indiana Digital Learning School launched in 2016. At the time, only 400 students enrolled. Enrollment surpassed 9,000 last school year, according to a spokesperson. There are over one million public school students statewide.</p>
<p>Indiana Digital Learning Schools are tuition-free, available to any Hoosier from kindergarten through 12th grade, regardless of where they live in the state.</p>
<p>The alternative is a popular choice for students who fail to thrive in traditional classrooms, encompassing everyone from student athletes and teen parents who need flexible class schedules to advanced or credit deficient students who want to work at their own pace.</p>
<p>“I like to say that we’re a dichotomy of diversity,” Sliger said.</p>
<p>The school loans computers to families who don’t have their own.</p>
<p>Elementary students meet daily in online reading and math groups each day, reading aloud on Zoom-style platforms for their peers and teachers.</p>
<p>Parents are expected to act as a “learning coach,” recording attendance and reviewing student work as students gain independence.</p>
<p>High school students attend individual and group sessions each week, with attendance monitored Monday through Friday.</p>
<p>Students are expected to dedicate at least six hours per class a week, and can enroll in dual-credit classes, career technical programs, internships, apprenticeships and student clubs outside of class.</p>
<p>Sliger said it’s similar to traditional schooling, “but we’re just finding creative ways to use technology to create those tricks teachers have known for 50 years.”</p>
<p>A majority of Indiana Digital students enter two to three years behind grade level, she said.</p>
<p>Those students typically return to in-person schooling within two years, which means their gains don’t always appear on accountability reports — a reality Sliger hopes the State Board of Education will one day resolve.</p>
<p>“By the time we get them close to proficiency, they may then return (to in-person schooling,” Sliger said. “They come to us three years behind. We’re graded at what we do in 162 days without the ability to show, to reach the points that proficient students get.”</p>
<p>Shannon Wilson came from the public schools to Indiana Digital Alternative School as a special education teacher three years ago.</p>
<p>She maintains a regular schedule for live classes, but makes time for students to pop in for one-on-one video sessions, calls or text messages as needed.</p>
<p>Where she once saw students unable to cope with the chaos of the classroom, she now saw students at ease as they worked from the comfort of their home.</p>
<p>“They can really be authentically themselves,” she said, “and that makes such a difference.”</p>

<p><span style="font-weight: 400;">One occupant was treated at the scene for smoke inhalation, and two firefighters were treated for heat-related illness.</span><span style="font-weight: 400;"> </span></p>
<p><span style="font-weight: 400;">On Sunday morning, Turkey Creek Fire Chief Quinn Hunter sought to clarify the situation on Facebook to what he called</span> <span style="font-weight: 400;">a ton of misinformation circulating on social media.</span><span style="font-weight: 400;"> </span></p>
<p><span style="font-weight: 400;">Hunter said the fire department's response to the structure fire was not the reason for Lake Wawasee's fireworks to be delayed.</span></p>

<p>The signing of the Declaration of Independence, one of history’s most celebrated articulations of democratic ambitions, is being marked in myriad ways. President <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/donald-trump" data-gtm-enhancement-style="LinkEnhancementA">Donald Trump</a></span>, set to take a central role in festivities, plans to speak on the National Mall in Washington ahead of what’s being billed as a historically enormous fireworks show that will rain down over the nation’s capital. The president was in South Dakota at Mount Rushmore on Friday, where he delivered a <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/america-250-celebrations-heatwave-trump-9d84acb8bd36837b2f21fab9e1808fc0" data-gtm-enhancement-style="LinkEnhancementA">dark speech</a></span> about the threat of communism in the U.S. as the chiseled images of four of his most prominent predecessors loomed behind him.</p>
<p>Elsewhere, fireworks are scheduled to be set off Saturday over Navy Pier in Chicago and against the skyline of <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/new-york-city" data-gtm-enhancement-style="LinkEnhancementA">New York City</a></span>, which also hosted a ball drop at midnight to usher in the holiday with the same fanfare as New Year’s Eve. Bristol, Rhode Island, describes itself as home of the nation’s oldest Independence Day celebrations dating to 1785. In Los Angeles, Queen Latifah will host a concert featuring performances by The Smashing Pumpkins and Chris Stapleton. <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/chaka-khan" data-gtm-enhancement-style="LinkEnhancementA">Chaka Khan</a></span> is billed as a special guest.</p>
<p>Anticipation for the milestone holiday has been building for much of the year, serving as an opportunity for Americans to reflect on their complicated history as onetime colonists of an empire who became a superpower of their own. Celebrations months in the making had to adjust or cancel activities enirely as much of the East Coast sweltered under heat that approached and in many cases surpassed triple digits.</p>
<h5><strong>Heat is defining the big weekend in many places</strong></h5>
<p>In Washington, the <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/great-american-state-fair-trump-unity-divisions-54de366d0ba3f8648c456de21e70b417" data-gtm-enhancement-style="LinkEnhancementA">Great American State Fair</a></span> was closed for several hours Friday afternoon during the worst of the heat. The city’s Independence Day parade scheduled for Saturday was canceled.</p>
<p>To the chagrin of many on the East Coast, the weather was downright pleasant on the other side of the country. The Pacific Northwest enjoyed temperatures in the 60s on Friday with a few light showers.</p>
<p>In the Seattle suburb of Issaquah, Megan Kurowski, 31, brought her two dogs to the dog park so they could get some exercise before she went to work. Kurowski said she was feeling positive about America’s 250th anniversary and was planning a possible paddleboard to watch the fireworks.</p>
<p>“Everyone’s just, from what it seems, been pretty excited about celebrating 250 years,” she said</p>
<p>Other American pastimes are overlapping with the holiday.</p>
<p>More than a dozen <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/mlb" data-gtm-enhancement-style="LinkEnhancementA">Major League Baseball</a></span> games are on the schedule for Saturday. The <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/fifa-world-cup" data-gtm-enhancement-style="LinkEnhancementA">World Cup</a></span>, being hosted in the U.S. for the first time in 32 years, will have matches in Houston and Philadelphia on Saturday following a nail-biter overtime win by Argentina over Cape Verde on Friday outside Miami. Pop culture enthusiasts can obsess over <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/taylor-swift" data-gtm-enhancement-style="LinkEnhancementA">Taylor Swift’s</a></span> Friday wedding to football player Travis Kelce at New York City’s Madison Square Garden. And <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/madonna" data-gtm-enhancement-style="LinkEnhancementA">Madonna</a></span> released her 15th studio album, a collection of dance tracks.</p>
<h5><strong>An uneasy nation gets ready to celebrate</strong></h5>
<p>The celebrations are unfolding against the backdrop of a deep divide that has been expanding for years, visible in everything from political expression to cultural norms to age-old questions over race, class and immigration.</p>
<p>At Mount Rushmore on Friday, Trump spoke of communism as a “mortal threat to American liberty.”</p>
<p>“It is the greatest threat to our country, including World War I, World War II, Pearl Harbor or even 9/11,” the Republican president said.</p>
<p>Without naming Trump, New York City Mayor <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/zohran-mamdani" data-gtm-enhancement-style="LinkEnhancementA">Zohran Mamdani</a></span>, a Democrat who is also a democratic socialist and recently backed several successful congressional candidates in their primaries, appeared to reference Trump during a speech Friday.</p>
<p>“Those ideals upon which our nation was built — they are strong enough to endure any authoritarian regime, but only if we reach for them,” he said.</p>
<p>To former Democratic President Bill Clinton, this anniversary milestone comes at a time of “renewed questions about America’s future and role in the world, and serious threats to our own institutions and to our democracy itself.” While critical of “the people in charge,” he said in a statement that “there is still nothing wrong with America that cannot be cured by what’s right with America.”</p>
<p>Ahead of the holiday, auto technician Joe Fuqua-Bejarano in Topeka, Kansas, sized up “what makes us awesome” as a people. It is clearly not the politics, in his view, but rather resilience.</p>
<p>“We’ve just all got to find unity somewhere, whether that’s in laughter or perseverance, and keep everybody cool,” he said from the fireworks stand where he is doing a booming business as a side hustle.</p>
<p>Jerry Chin of Newcastle, Washington, said he wasn’t aware that the U.S. was celebrating its 250th anniversary and planned to stay low-key around the holiday. He and his wife generally skip the fireworks and instead stay home with their fearful dogs to keep them calm.</p>
<p>“America’s a great place,” he said, “but there are some concerns."</p>

<p>Anticipation for the milestone holiday has been building for much of the year, serving as an opportunity for Americans to reflect on their complicated history as onetime colonists of an empire who became a superpower of their own. Celebrations months in the making had to adjust or cancel activities enirely as much of the East Coast sweltered under heat that approached and in many cases surpassed triple digits.</p>
<h5><strong>Heat is defining the big weekend in many places</strong></h5>
<p>In Washington, the <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/great-american-state-fair-trump-unity-divisions-54de366d0ba3f8648c456de21e70b417" data-gtm-enhancement-style="LinkEnhancementA">Great American State Fair</a></span> was closed for several hours Friday afternoon during the worst of the heat. The city’s Independence Day parade scheduled for Saturday was canceled.</p>
<p>To the chagrin of many on the East Coast, the weather was downright pleasant on the other side of the country. The Pacific Northwest enjoyed temperatures in the 60s on Friday with a few light showers.</p>
<p>In the Seattle suburb of Issaquah, Megan Kurowski, 31, brought her two dogs to the dog park so they could get some exercise before she went to work. Kurowski said she was feeling positive about America’s 250th anniversary and was planning a possible paddleboard to watch the fireworks.</p>
<p>“Everyone’s just, from what it seems, been pretty excited about celebrating 250 years,” she said</p>
<p>Other American pastimes are overlapping with the holiday.</p>
<p>More than a dozen <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/mlb" data-gtm-enhancement-style="LinkEnhancementA">Major League Baseball</a></span> games are on the schedule for Saturday. The <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/fifa-world-cup" data-gtm-enhancement-style="LinkEnhancementA">World Cup</a></span>, being hosted in the U.S. for the first time in 32 years, will have matches in Houston and Philadelphia on Saturday following a nail-biter overtime win by Argentina over Cape Verde on Friday outside Miami. Pop culture enthusiasts can obsess over <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/taylor-swift" data-gtm-enhancement-style="LinkEnhancementA">Taylor Swift’s</a></span> Friday wedding to football player Travis Kelce at New York City’s Madison Square Garden. And <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/madonna" data-gtm-enhancement-style="LinkEnhancementA">Madonna</a></span> released her 15th studio album, a collection of dance tracks.</p>
<h5><strong>An uneasy nation gets ready to celebrate</strong></h5>
<p>The celebrations are unfolding against the backdrop of a deep divide that has been expanding for years, visible in everything from political expression to cultural norms to age-old questions over race, class and immigration.</p>
<p>At Mount Rushmore on Friday, Trump spoke of communism as a “mortal threat to American liberty.”</p>
<p>“It is the greatest threat to our country, including World War I, World War II, Pearl Harbor or even 9/11,” the Republican president said.</p>
<p>Without naming Trump, New York City Mayor <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/zohran-mamdani" data-gtm-enhancement-style="LinkEnhancementA">Zohran Mamdani</a></span>, a Democrat who is also a democratic socialist and recently backed several successful congressional candidates in their primaries, appeared to reference Trump during a speech Friday.</p>
<p>“Those ideals upon which our nation was built — they are strong enough to endure any authoritarian regime, but only if we reach for them,” he said.</p>
<p>To former Democratic President Bill Clinton, this anniversary milestone comes at a time of “renewed questions about America’s future and role in the world, and serious threats to our own institutions and to our democracy itself.” While critical of “the people in charge,” he said in a statement that “there is still nothing wrong with America that cannot be cured by what’s right with America.”</p>
<p>Ahead of the holiday, auto technician Joe Fuqua-Bejarano in Topeka, Kansas, sized up “what makes us awesome” as a people. It is clearly not the politics, in his view, but rather resilience.</p>
<p>“We’ve just all got to find unity somewhere, whether that’s in laughter or perseverance, and keep everybody cool,” he said from the fireworks stand where he is doing a booming business as a side hustle.</p>
<p>Jerry Chin of Newcastle, Washington, said he wasn’t aware that the U.S. was celebrating its 250th anniversary and planned to stay low-key around the holiday. He and his wife generally skip the fireworks and instead stay home with their fearful dogs to keep them calm.</p>
<p>“America’s a great place,” he said, “but there are some concerns.&#8221;</p>

<p>WARSAW — A Warsaw man was killed late Thursday night after lying on the railroad tracks and getting hit by a train.</p>
<p>According to a news release from the Warsaw Police Department, the incident occurred at about 11:50 p.m. Thursday, July 2 on the east-west railroad tracks, east of Argonne Road.<br />
Emergency personnel were dispatched to the tracks shortly before midnight.</p>
<p>The preliminary investigation indicates that Gabriel Dave De La Cruz, 43 was lying on the tracks as an eastbound train approached. Railroad personnel attempted to alert De La Cruz, but he did not move from the tracks and was hit by the train.</p>
<p>De La Cruz died from his injuries, according to Kosciusko County Coroner Tyler Huffer.<br />
The Kosciusko County Sheriff’s Office Fatal Team was requested to assist with the investigation, the release states.</p>

<p><span data-preserver-spaces="true">My Team Triumph races are open to anyone, but seek to provide an inclusive experience by pairing captains with disabilities with other runners who serve as pushers.</span></p>
<p><span data-preserver-spaces="true">This year, more than 150 people pre-registered, and another 20 will likely sign up on the day of the event.</span></p>
<p><span data-preserver-spaces="true">They’ll be joined by about 20 captains</span><span data-preserver-spaces="true"> as they make their way through the Heritage Trail System, which is all paved.</span></p>
<p><span data-preserver-spaces="true">Barb Martz, who works as a special education teacher, is president of My Team Triumph of Northern Indiana, which does about a dozen races a year. </span></p>
<p><span data-preserver-spaces="true">“We just want to show everybody how you can do it no matter what,” Martz said recently. “And if you can't, that's what we're here for. We're here to help you.”</span></p>
<p><span data-preserver-spaces="true">Saturday's race is a major fundraiser for the group. </span></p>
<p><span data-preserver-spaces="true">“It's really cool they just love us </span><span data-preserver-spaces="true">and</span><span data-preserver-spaces="true"> they support us </span><span data-preserver-spaces="true">and</span><span data-preserver-spaces="true"> they sponsor us,” she said.</span></p>
